Step-By-Step Instructions:
1. Open a New Document in Photoshop. 300x300 height/width.
2. Make sure the foreground color is black and the background color is white.
3. Goto Filter > Render > Difference Clouds.
4. Click Ctrl+F to apply Difference Clouds again.

5. Goto Filter > Blur > Radial Blur. Set Amount to 15. Set Blur Method to Spin. Set Quality to Best.

6. Goto Filter > Sketch > Chrome. Set Detail to 10. Set Smoothness to 5.

7. Goto Image > Adjustments > Color Balance. For Midtones and
Shadows, adjust the Red slider to the right to get a bloody color.
8. You should now have your Liquid Blood Background.
